Management committee Function
The management committee of developing zone is the agency of city People's Government, trusts to lead and manage the developing zone by city People's Government. Its main duty is: Carry out the relevant laws, regulation and policy of country, province, Hangzhou; make and implement the regional overall planning of developing zone, plan in detail; infrastructure construction in the developing zone and managing; invite outside investment and projects are examined and approve to; collect and return of the fee, including remised fee and expropriation fee, land paid use fee; state-run assets are supervised and managed; management, supervision, coordinating and service of the enterprise production and management in the district; the social transaction management in the district.

(1) Office:

(2) Finance section:

(3) Management department of the assets:
The reform, management, supervisions of management committee and its subordinate enterprise.
(4) Project service center:
introducing whole listing agent service, project management and relevant coordination of the project, investment advisory service in the developing zone.
(5) Invite outside investment Substation:
Make and implement the economic development strategy, the industrial policy, economic development medium-term and long-term plans of developing zone; Developing zone invite outside investment, project consult, contract, project prove, synthesize and assess, investment project examine (apply) and criticizing.
(6) Territory resources Substation:
Make and implement the land in the developing zone and utilize planning and development plan; investigate and prosecute illegal cases in land expropriation, examination (apply), management and renovation; fee for remising the land, fee for the use of site, various kinds of land rule fee, and other costs of land are taken over, manage and deal with the right of ground, district enterprise, the removal, find a room for and the policy.
(7) Construction Substation:
Work out and implement the overall planning of developing zone and plan in the dividing area. The construction of the project, construction of villages and small towns, infrastructure construction, construction, real estate, municipal service and environment are managed; construction project site selection, plan red line, examine and approval for licence of building plan and construction project plan.
